I do not know for sure but have been told it is an shoe-string budget, out-of-pocket, low-cost, grass-roots campaign. A website is cheap, there are only a few yards signs just for use at signing locations and printing of petitions is not expensive. There is no TV ads or radio ads or Facebook ads or billboards or campaign literature.
